A commission for assessing the property of the church in the Sumy region was created by the Ukrainian Ministry of Culture, the website of the Synodal Information and Education Department of the UOC-MP. In April 2018, Ukrainian President Petro Poroshenko appealed to His Holiness Patriarch Bartholomew of Constantinople with a request to provide Tomos about the autocephaly of the Orthodox Church in Ukraine. The appeal of the head of state was supported by the Verkhovna Rada of Ukraine, as well as by the hierarchs of the unrecognized "Ukrainian Orthodox Church of the Kyiv Patriarchate" and the "Ukrainian Autocephalous Orthodox Church". In an address to the episcopate, clergy, monastics and laymen adopted on May 25, the Synod of the Ukrainian Orthodox Church MP stressed that "the emergence of another parallel jurisdiction in Ukraine can engender new confrontations within our people that will not only threaten the security of the state, but will also call into question the possibility of the future unity of the Church in Ukraine. The Patriarchate of Constantinople expressed its intention to unilaterally submit the autocephaly of the Orthodox Church in Ukraine. Patriarch Bartholomew's message on the occasion of the 1030th anniversary of the Baptism of Rus, in particular, states that the Church of Constantinople "took the initiative to restore the unity of the Orthodox believers of Ukraine with the ultimate goal of giving the Ukrainian Church autocephaly."
On September 7, the communiqué of the General Secretariat of the Holy Synod of the Patriarchate of Constantinople was published, in which it was announced the appointment of two hierarchs of the Constantinople Church - Archbishop Daniel of Pamphylia (USA) and Bishop Hilarion of Canada (Edmonton) - the "exarchs" of the Patriarchate of Constantinople in Kiev.
The Holy Synod of the Russian Orthodox Church expressed its strong protest against these actions of the Patriarchate of Constantinople, stating that "this decision was taken without agreement with Patriarch Kirill of Moscow and All Russia and Metropolitan Onufriy of Kiev and All Ukraine and is a gross violation of the church canons forbidding bishops of one Local Church to intervene into the inner life and affairs of another Local Church. «В свете последних церковных событий и активной поддержки государством процесса предоставления так называемого Томоса действия Минкульта порождают беспокойство относительно того, что эта инициатива может быть первым звеном в цепи других по захвату собственности религиозных общин УПЦ в пользу раскольников», – отмечают в УПЦ.
Председатель юридического отдела УПЦ протоиерей Александр Бахов отмечает, что чиновники Минкульта не имеют права учитывать и переписывать чужое имущество.
«В последнее время в Минкультуры грешат ложным трактовкам права собственности. Насколько мне известно, ни Минкультуры, ни Заповедник не передавал религиозным общинам никакой историко-культурной ценности в пользование или хранение. Поэтому их требования являются незаконными», — считает священник.
В апреле 2018 года президент Украины Петр Порошенко обратился к Святейшему Патриарху Константинопольскому Варфоломею с просьбой о предоставлении Томоса об автокефалии Православной Церкви в Украине. Обращение главы государства было поддержано Верховной Радой Украины, а также иерархами непризнанных «Украинской Православной Церкви Киевского патриархата» и «Украинской Автокефальной Православной Церкви». 22 апреля обращение было официально принято к рассмотрению Священным Синодом Вселенского Патриархата.
Вместе с тем, каноническая Украинская Православная Церковь во главе с Блаженнейшим митрополитом Киевским и всея Украины Онуфрием не выдвигала никаких инициатив относительно дарования ей автокефалии.
В Обращении к епископату, духовенству, монашествующим и мирянам, принятом 25 мая, Синод Украинской Православной Церкви подчеркнул, что «появление другой параллельной юрисдикции в Украине может породить новые противостояния внутри нашего народа, что не только будет угрожать безопасности государства, но и поставит под вопрос возможность будущего единства Церкви в Украине.
«Наш народ может быть разделен надолго, если не навсегда», — опасаются последствия предоставления автокефалии в УПЦ.
Константинопольский Патриархат высказался о намерении в одностороннем порядкепредоставить автокефалию Православной Церкви в Украине. В послании Патриарха Варфоломея по случаю 1030-летия Крещения Руси, в частности, говорится, что Константинопольская Церковь «взяла на себя инициативу восстановить единство православных верующих Украины с конечной целью даровать Украинской Церкви автокефалию».
7 сентября было опубликовано коммюнике Генерального секретариата Священного Синода Константинопольского Патриархата, в котором сообщалось о назначении двух иерархов Констинтинопольской Церкви — архиепископа Памфилийского Даниила (США) и епископа Эдмонтонского Илариона (Канада) — «экзархами» Константинопольского Патриархата в Киеве.
Священный Синод Русской Православной Церкви выразил решительный протест против данных действий Константинопольского Патриархата, заявив, что «данное решение принято без согласования с Патриархом Московским и всея Руси Кириллом и митрополитом Киевским и всея Украины Онуфрием и является грубейшим попранием церковных канонов, воспрещающих епископам одной Поместной Церкви вмешиваться во внутреннюю жизнь и дела другой Поместной Церкви». Священный Синод РПЦ принял решение о приостановлении сослужения с иерархами Константинопольского Патриархата.
